Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Reftel demarche was delivered to Nasser Bourita, Director of 
United Nations and International Organizations, in the 
Ministry of Foreign Affairs on October 13.  Bourita said that 
the GOM is in full agreement with the US position.  According 
to Bourita, the GOM view concerning the text is that it is 
unclear, controversial and governments should have the 
opportunity to discuss the text.  He said the GOM will 
abstain when the text comes to a vote.
