Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

CANADA'S DELEGATION

(U) On October 27, Economic Minister-Counselor shared reftel 
demarche with France Mineault of the Iraq Task Force at the 
Canadian International Development Agency (CIDA).  According 
to Mineault, Canada's delegation to the October 31 Iraq 
Compact Preparatory Group Meeting in Kuwait is headed by 
Ambassador Michael Bell, who runs the International 
Reconstruction Fund for Iraq (IRFFI).  The team includes 
Daniel Joly, CIDA's Iraq Task Force Director, Crystal 
Procyshen of the Iraq Task Force, and Liz Williams, the CIDA 
representative in Baghdad.  Since the Canadian delegation has 
already left Ottawa, Mineault will transmit the USG views 
about next week's meeting to the delegation en route.
