Understanding cables

1.   (SBU) Poloff on October 27 delivered reftel demarches on 
anti-Israel resolutions at the UN General Assembly to 
Department of Foreign Affairs United Nations and 
International Organizations (UNIO) Assistant Director Gunther 
Sales.  Sales said UNIO has "carefully considered" these 
resolutions and has passed its recommendation to Foreign 
Secretary Romulo.  He described the issue as a "hot" topic,

and stated that he was not free to share what UNIO's 
recommendation was.  Sales said that political 
considerations, including the Philippines bid for observer 
status in the Organization of the Islamic Conference, would 
factor in any decision.
