Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (SBU) PolOff delivered reftel demarche in an October 23 
meeting with Luis Carranza, Deputy Director for UN Affairs in 
the Foreign Ministry's Multilateral Affairs Directorate. 
Carranza said that he was awaiting receipt of the resolution 
texts from the Guatemalan UN Mission, noted that Guatemala 
had traditionally opposed such resolutions, and stated that 
Guatemala would almost certainly oppose these two resolutions.
