Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  Post received October 10 diplomatic note from Turkish MFA 
requesting an affirmative reply on U.S. support for the 
candidacy of Professor Rauf Versan for the International Law 
Commission in exchange for Turkish support for Professor 
Michael Matheson.  Post requests instructions in responding. 
 
2.  The text of the diplomatic note is as follows: 
 
MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF TURKEY 
 
The Ministry of Foreign Affairs of the Republic of Turkey 
presents its compliments to the Embassy of the United States 
of America and, with reference to its Note No: UKGY/99140 
dated 9 March 2006, has the honour to inform the Embassy 
that, through its Permanent Representation to the United 
Nations in New York, the Government of Turkey has proposed a 
mutual agreement between the candidatures of Professor Raul 
Versan and Professor Michael Matheson for election to the 
International Law Commission for the period of 2007-2011, at 
the elections to be held during the 61st session of the UN 
General Assembly, on November 16, 2006. 
 
The Ministry would be grateful for receiving an affirmative 
reply to its request from the esteemed Embassy to the 
aforementioned proposal. 
 
The Ministry of Foreign Affairs of the Republic of Turkey 
avails itself of this opportunity to renew to the Embassy of 
the United States of America the assurances of its highest 
consideration.
