1. (SBU) In an October 17 call with Charge, Ministry of 
Foreign Affairs Director of Europe and North America Almaz 
Amha confirmed Prime Minister Meles Zenawi's commitment to 
support Guatemala, rather than Venezuela, in its bid for a 
UNSC non-permanent member seat.  Almaz assured the Charge 
that Ethiopia's permrep has been instructed to vote in favor 
of Guatemala for all remaining rounds of voting.
