Understanding cables
Every cable message consists of three parts:

1. (SBU) THIS IS AN ACTION MESSAGE. 
 
2. (SBU) On September 5, science officer spoke to MOFA,s 
International Nuclear Energy Cooperation Division Deputy 
Director Takayuki Kitagawa regarding GNEP,s Statement of 
Principles (Reftel).  Science officer provided additional 
background to Kitagawa on the Statement of Principles 
concept. After the exchange, Kitagawa raised a series of 
questions that Japan would like Washington to address before 
the Japanese side responds.

Does the U.S. alone issue this statement or are you thinking
