Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Post warmly welcomes and grants country clearance for 
David Broome, Deputy Assistant Secretary of Defense, and 
John Klemmer, Senate Photographer, Sergeant at Arms, 
and, to travel to Tallinn, Estonia on October 1, 2006 as 
part of CODEL Frist.  This will be a refueling stop 
only; all members of delegation will remain at Tallinn 
airport for the duration of the visit. 
 
2. No visa is required for holders of American 
diplomatic, official, or tourist passports for a visit 
of up to 90 days.  Delegation will not go through 
passport control in Estonia. 
 
3. Control officer for the visit is Economics Officer

4. CODEL Frist will meet with Minister of Defense Jurgen 
Ligi and with Foreign Minister Urmas Paet, from 1415 to 
1445 in the VIP Lounge at the Tallinn Airport. 
Ambassador Aldona Wos, the Defense Attache and the 
Control Officer will also participate in the meeting.
