Every cable message consists of three parts:

1. Post warmly welcomes and grants country clearance for 
CODEL Frist, to include Senate Majority Leader Bill 
Frist; Senator Mel Martinez; Majority Leader Staffers: 
Mr. Eric Ueland, Chief of Staff, Ms. Amy Call, 
Communications Director, and Mr. Stephen Rademaker, 
Policy Director for National Security Affairs; Ms. Anna 
Gallagher, Office of Interparliamentary Services, 
Secretary of the Senate; and DOD/Army Escorts:  Major 
 
SIPDIS 
Mark Sherkey and SSG. Sam Merchant, to travel to 
Tallinn, Estonia on October 1, 2006.  This will be a 
refueling stop only; all members of delegation will 
remain at Tallinn airport for duration of visit. 
 
2. No visa is required for holders of American 
diplomatic, official, or tourist passports for a visit 
of up to 90 days.  Delegation will not go through 
passport control in Estonia.

4. CODEL FRIST WILL MEET WITH MINISTER OF DEFENSE JURGEN 
LIGI, AND POSSIBLY WITH FOREIGN MINISTER URMAS PAET, 
FROM 1400-1430 AT THE BUSINESS LOUNGE AT THE TALLINN 
AIRPORT.  COST OF THE BUSINESS LOUNGE WILL BE 
APPROXIMATELY USD 400.  AMBASSADOR ALDONA WOS AND 
CONTROL OFFICER ROB HOLLISTER WILL ALSO PARTICIPATE IN 
THE MEETING.
