SUBJECT: CZECHS OPPOSE UN PERMANENT FORUM ON INTERNATIONAL 
MIGRATION AND DEVELOPMENT

¶1. (U) EconOff spoke with MFA Multilateral Office official 
Ondrej Kovarik to discuss Reftel. Kovarik said the Czechs 
will adhere to the EU common position, but added the Czechs 
do not support the establishment of a permanent forum because 
the funding source and management structure is unknown. 
Instead the Czechs prefer an informal forum that is both 
voluntary and consultative. They also want greater 
coordination among existing agencies prior to the 
establishment of any permanent forum. 
 
¶2. (U) The Czech delegation to the Global Migration Forum 
will include: 
- Helena Bambasova, Head of Delegation, Director General of 
Bilateral Relations, MFA 
- Pavla Fridrichova, Chief of the Asylum Policy Unit, 
Ministry of the Interior 
- Martina Michalcova, Chief of Migration Unit, Ministry of 
Labor and Social Affairs
