Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). September 11 to Executive Director Ramon Cardenas of the 
Americas Division of the Department of Foreign Affairs. 
Cardenas promised to give them to Assistant Secretary 
Carandang, who is leaving this evening to attend the NAM 
Summit.  He also said he would raise the points during 
intra-departmental coordination meetings this week.
