Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1. (U) Per reftel, Embassy shared GE rice talking points with 
the following Nicaraguan officials on August 25:  Ministry of 
Agricultural and Forestry Director General for Animal and 
Plant Health Protection Dr. Denis Salgado, Seed Department 
Director Xavier Eslaquit also of the Animal and Plant Health 
Protection Directorate, Ministry of Development, Trade and 
Industry Director for Normalization and Measurements Noemi 
Solano, and Ministry of Health Director for Food Norms 
Edgardo Perez.  These officials thanked us for the 
information, but offered no comments.  Nicaragua imported 
over 192,000 MT of rice from the United States worth over $40 
million in 2005.
