Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Affairs Arab World Department Director Jassem Al-Mubaraki 
reftel invitation for a civilian participant to attend the 
CENTCOM Conference on Iraq scheduled for October 3-5, 2006 in 
Warsaw, Poland.  Mr. Al-Mubaraki offered no substantive 
response.
