Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (SBU) On September 11, Pol/Econ Chief delivered subject 
demarches (see reftels) to MFA Acting Deputy Director for the 
Americas Magdi Al Mofadal and presented him with non-papers 
outlining USG positions.  Mofadal promised to pass the 
information to the delegates attending the NAM conference in 
Havana prior to their departure from Khartoum on the evening 
of September 11. 
 
2.  (SBU) Mofadal also provided a list of Sudanese delegates 
to the summit: 
 
--President Omer Bashir 
--Foreign Minister Lam Akol; 
--Minister of the Presidency Lt. Gen. Bahri Hassan Salih; 
--Director of the Executive Office of the Presidency Ismat
