Understanding cables
Every cable message consists of three parts:

1. (SBU) Post proposes the following Indonesian security 
force members for Department clearance for participation in 
United State Patent and Trademark Office (USPTO), 2006 
Global Intellectual Property Academy (GIPA), Enforcement of 
IPR Program to commence on September 25.  Post did not find 
any credible evidence of gross violations of human rights by 
the individuals listed in paras 2, 3 and 4 below.  Post 
requests cable reply within ten working days (as prescribed 
reftel) in order to avoid cancellation of this training.
