Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  Embassy Dakar's FY2005 Interim Report for Democracy and 
Human Rights Fund (DHRF) projects follows.  The project 
selection committee recommended and the Ambassador approved 
four projects totaling USD 80,000, which is the entire amount 
of Post's FY2006 DHRF allocation.  Post has signed agreements 
with grantees; funds have been obligated for the projects 
listed below.
