If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  Per reftel instructions, talking points on the 
President's speech on detainees in the War on Terror were 
delivered under cover of Diplomatic Notes (Antigua #1194, 
Barbados #1195, Dominica #1196, St. Kitts #1197, St. Lucia 
#1198, St. Vincent #1199, Grenada #1200) on September 8, 
2006.  The original Diplomatic Notes were also mailed on this 
date.
