Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  Per instructions in reftel A, talking points on the XIV 
Conference of Heads of State or Government of the Non-Aligned 
Movement in Havana, Cuba, September 11-16, were delivered 
under cover of Diplomatic Notes (Antigua #1181, Barbados 
#1182, Dominica #1183, St. Kitts #1184, St. Lucia #1185, St. 
Vincent #1186, Grenada #1187) on September 7, 2006.  The 
original Diplomatic Notes were also mailed on this date.
