Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. (SBU) On August 12, poloff conveyed the text of UNSCR 1701 
and reftel points to Lee Kyung-chul, Deputy Director of the 
UN Division at the Ministry of Foreign Affairs and Trade. 
Lee responded that Seoul welcomed UNSCR 1701, which was 
adopted unanimously, and expressed appreciation for the 
Embassy's provision of the related materials.  He undertook 
to consult with his superiors over the weekend and deliver a 
more detailed reaction in the near future.
