 3.  Post has reviewed available human rights files; the 
above individual has not been determined to be identifiable 
with individuals involved in or accused of human rights 
abuses. 
 
 4.  Post realizes that, due to delays in the Government of 
El Salvador's provision of names and information regarding 
prospective trainees, this request does not meet the 10-day 
timeframe usually required for completion of the vetting 
process.  We would nonetheless appreciate all efforts by the 
relevant bureaus to facilitate these candidates' training, if 
possible.  The Couterterrorism Conference, scheduled to begin 
Monday, September 4, will otherwise have to be canceled, in 
accordance with Leahy Amendment requirements.
