Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  1. (SBU) On August 16, PolCouns and Poloffs met with Carlos 
Cordero, Director of Multilateral Policy at the Ministry of 
Foreign Affairs (MFA) and Guisella Sanchez, head of the Human 
Rights Division at the MFA, to discuss talking points from 
reftel delivered to Cordero on August 4. 
 
2. (SBU) Sanchez indicated that the GOCR has not issued a 
formal position on the creation of a new UN forum on 
migration, but in general, believes, as does the USG, that 
regional discussions on migration are preferable to 
international forums of the type envisioned by the Secretary 
General.
