Understanding cables
Every cable message consists of three parts:

(U) We delivered August 31 reftel demarche points on using 
the EU Gymnich meeting to send a strong signal on Iran to MFA 
CFSP Head Jean-Louis Falconi and acting head of the MFA's 
non-proliferation unit Louis Vassy.  In delivering the 
demarche, we also indicated we were approaching other EU 
capitals with the same message.  We were unable to obtain an 
informed reaction by the end of the day; his office cited the 
press of business associated with staffing shortages and 
preparations for the September 1-2 meeting.
