1. Embassy received the following diplomatic note in response 
to reftel.  As stated in the note, the GON has not yet 
completed internal consultations, but Ministry of Foreign 
Affairs contacts do not predict any major difficulties.  Post 
has faxed a copy of the note to WHA/CEN will report final GON 
response as soon as it is received.  An unofficial 
translation follows. 
 
2. BEGIN TEXT: 
 
The Ministry of Foreign Affairs of the Government of the 
Republic of Nicaragua, General Department of Legal Affairs, 
Sovereignty and Territory, presents its compliments to the 
Honorable Embassy of the United States of America, on the 
occasion to refer to its project "Agreement between Nicaragua 
and the United States regarding the status of the members of 
the armed forces and civil personnel of the United States 
Defense Department, temporarily present in Nicaragua in 
connection with military exercises, training events and other 
activities agreed during the year 2006," effected by exchange 
of notes. 
 
The Ministry of Foreign Affairs of the Government of the 
Republic of Nicaragua has the honor to inform to this Embassy 
that consultations are still taking place with the 
appropriate institutions, in order to find suitable 
mechanisms for the fulfillment of the requirements 
established by the Political Constitution of the Republic of 
Nicaragua and the laws in effect in the national territory. 
 
Some matters have already been elucidated to date, and in 
regards to the documents necessary for the entry and exit of 
the military or civil personnel of the United States into the 
national territory, this Ministry consulted with the General 
Department of Migration and Foreigners (DCME) of the Ministry 
of Governance, and the DCME would be disposed to facilitate 
the entry and exit of such personnel under these conditions: 
 
They bear one of the following identification documents: 
 
a) Valid Passport 
b) Drivers License; 
c) Travel Permit, individual or collective; 
d) Identification issued by the Army and/or Defense 
Department of the United States. 
 
2. They fill out the country's migratory entry and exit card. 
 
3. DGME receives physical evidence of the identification to 
be utilized, before the entry and exit of the military or 
civil personnel mentioned in the United States proposal. 
 
 
The Ministry of the Foreign Affairs of the Government of the 
Republic of Nicaragua, General Department of Legal Affairs, 
Sovereignty and Territory avails itself of this opportunity 
to renew to the Honorable Embassy of the United States of 
America the assurances of its highest and distinguished 
consideration.
