Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (SBU) Political/Economic Chief delivered reftel's talking 
points to Ganesh Dhakal, Foreign Ministry Duty Officer on 
August 9.  The Political/Economic Chief stressed the 
importance to the U.S. Government of allowing the UN Security 
Council to take the lead on the issue of Lebanon rather than 
convening a special session of the Human Rights Council. 
Although this is a domestic holiday, Dhakal agreed to relay 
the message as soon as possible to the appropriate MFA 
official.
