1. (U) This cable responds to the action request in 
reftel, in which post and CFC were asked to provide 
information regarding ANA equipment needs for 
possible donations by NATO countries. This effort 
requires close coordination with OSD staff who are 
part of the overall security assistance program. 
 
2.  (U) As the Afghan National Army (ANA) takes the 
next steps towards conducting independent COIN 
operations, it will require more modern, lethal, 
mobile, and reliable NATO-standard weapons and 
equipment.  Based upon a 14 brigade, 70,000 soldier 
force, Post and CSTC-A have compiled a list of 
immediate and up-force needs, amounting to USD 1.4 
billion of weapons and equipment.  The ANA will 
phase in, wherever appropriate, NATO-standard 
equipment and phase out older equipment from the 
former Eastern bloc.  Sufficient ammunition and 
stocks of weapons and spare parts and training are 
also needed.  The ANA will require additional 
resources to build its commando capabilities, 
including the ability to provide lift and fire 
support to these forces.  The following list 
reflects these needs  it includes purchase costs as 
well as transportation costs and sustainment costs 
of 10 percent for vehicles and 17 percent for 
equipment.
