Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  Summary:  Indonesia Police Air Wing (Polisi Udara) 
verified on July 27 that it received one unit of Flir 
Systems model ULTRA 8500 thermal imaging system in late 
March 2006.  It installed the equipment on its helicopter in 
April and the system works properly.  End summary. 
 
2.  Embassy contacted Polisi Udara's Head of Planning and 
Procurement Major Hasanuddin on July 27 to verify receipt of 
order number 05-988275.  Hasunuddin confirmed that Polisi 
Udara received the equipment detailed in reftel in late 
March.  He noted that the thermal imaging system is now 
installed on its helicopter and works properly. 
 
3.  We also contacted consignee PT Diratama Jaya Mandiri's 
(Diratama) President Director Irfan Kurnia Saleh.  He 
confirmed that Diratama received the equipment detailed in 
reftel in late March, under order number 05-988275. 
Diratama installed the equipment on Polisi Udara's 
helicopter in April.  In March, a Flir Systems technical 
expert visited Jakarta and trained two Police helicopter 
pilots.  Saleh noted that representatives from Diratama and 
Polisi Udara visited the Flir Systems factory in the U.S. in 
May to learn more about its products and services. 
 
4.  Saleh indicated that Polisi Udara plans to sign purchase 
orders in October for three additional cameras, model ULTRA 
8500-XR thermal imaging systems, for delivery by the end of 
2006.  Polisi Udara intends to purchase the equipment 
through IMREX Aviation, Flir's designated agent/distributor 
located in Singapore.
