Understanding cables
Every cable message consists of three parts:

(SBU) Foreign Ministry officials told us August 25 that 
Deputy Prime Minister and Foreign Minister Abdullah Gul plans 
to arrive in New York to attend the UNGA on or about 
September 16 and remain until the evening of September 25. 
He will be accompanied by Akgunay and Turkish Iraq 
Coordinator Oguz Celikkol, and possibly other officials. 
While in New York, he plans to participate in meetings of the 
D-8, OIC, and Iraq Compact, as well as with Neighbors of Iraq 
group foreign ministers.  FM Gul may also have a bilateral 
meeting with Iraqi FM Zebari.  Gul does not plan to visit 
Washington at this time.
