1. The following statement is provided to verify the human 
rights vetting process: at this time the Embassy verified 
that Post possesses no credible information of gross human 
rights violations by Colonel Ali Mohammed al-Subhi, Deputy 
Chairman, Yemen Coast Guard and Brigadier General Taher Ali 
al-Makaleh, Deputy Commander, Yemen Navy. 
 
2.  Additionally the following human rights vetting 
information is provided: 
 
A.  Specific assistance:  DOD will sponsor Colonel al-Subhi 
and Brigadier General al-Makaleh to attend the Maritime 
Regional Security Conference organized by the Combined Joint 
Task Force - Horn of Africa.  The conference will take place 
in Madagascar from July 25 - 28. 
 
B.  Certifying country team official: Pol/Econ Chief Joey 
Hood. 
 
C.  Current threat assessment: High. 
 
D.  This message grants country team approval on human rights 
vetting requirements for Colonel Ali Mohammed al-Subhi and 
Brigadier General Taher Ali al-Makaleh.
