Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. ΒΆ1. (U)  On July 14, poloff delivered reftel message to Savvas 
Vladimirou in the MFA's Divison of the Americas and Oceania. 
Valdimirou said that the EU (through the EU Committee on 
Latin America, COLAT) had developed a document similar to the 
report of the Commission for Assistance to a Free Cuba and 
that the EU also supported democratic change in Cuba.  He 
believed, based on conversations with Cuban diplomats in 
Brussels, that members of the Cuban government below Castro 
were sensitive to the country's need for change and that 
given proper time, peaceful, democratic change after Fidel 
Castro's death was unavoidable.
