Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. On July 7 poloffs met with Nicaraguan Foreign Ministry 
Director of Western Hemisphere Affairs Domingo Salinas and 
U.S. Desk Officer Agnes Alvarado to deliver the points in 
reftel.  Salinas described the North Korean missile launches 
as "very disturbing" and promised to share the talking points 
with Foreign Minister Norman Caldera. 
 
2. Later the same day, Caldera released a statement noting 
the Government of Nicaragua's "concern" and called upon the 
Six Parties to reactivate negotiations and overcome the 
crisis.
