Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. After consulting with Canadian DCM, Emboffs delivered PRT 
conference invitations on June 26 to the Foreign Ministry 
Director General (DG) for Asia and Pacific, the Spanish aid 
agency AECI DG for Africa, Asia, and Eastern Europe, and 
Defense Ministry DG for Policy.  Separately, Emboffs reached 
out to the relevant deputy of each DG to emphasize the 
importance of high-level Spanish participation in the 
conference. 
 
2. On July 6, MOD deputy DG for international relations 
Enrique Perez Ramirez told poloff that DG for Policy General 
Benito Raggio will attend the conference.  He has already 
communicated directly with the organizers.  On July 8, 
Spanish Ambassador Jose Luis Solano, former civilian head of 
the Spanish PRT in Qal-i-naw, told poloff that he will also 
represent the Spanish government at the conference.  Solano 
said that AECI will not be able to send a representative.
