Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

1.  (SBU) Per refs, Post received on July 9 a letter signed July 7 
by then Deputy Secretary Zoellick for deliver to Sudan's VP's Kiir 
and Taha, with a cc to Presidential advisor Magzoub al Khalifa. 
 
2.  (SBU) Letter to Kiir was delivered to his staff in Juba on July 
13.  Letter to Taha was delivered via dip note to the MFA on July 
16.  Copy of letter was given to Magzoub by Charge Hume on July 15.
