Understanding cables

On July 13, emboff delivered reftel points to Irish 
Department of Foreign Affairs Americas Section Third 
Secretary Myles Doherty.  Doherty said that Ireland shares

the EU Common Position on Cuba, most recently reaffirmed in 
June, and noted that Ireland shares U.S. desire for a 
pluralist democracy, human rights protection, and civil 
society in Cuba.  However, the GOI also supports constructive 
dialogue with the Cuban government and continues to disagree 
with U.S. economic sanctions.
