Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  1. (SBU)  Poloff sent reftel talking points on May 22 to 
Carlos Cordero, Director of Multilateral Policy at the 
Ministry of Foreign Affairs.  In a meeting with Poloff on May 
31, Cordero indicated that Costa Rica did not issue any 
statement regarding the new Iraqi government, nor are there 
any plans to do so in the future. 
 
2. (SBU)  Comment: The new government in Costa Rica, which 
took office on May 8, has been critical of U.S. policy in 
Iraq (ref B).
