Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Per reftels a and b, on June 5 poloff delivered to Ismail 
al-Jabri, Special Assistant to the Minister of Human Rights, 
the text of the 2006 Yemen portion of the TIP report.  Poloff 
also delivered talking points per ref A.  Jabri noted that he 
would review the report and speak to the minister before 
making an official comment.  He also noted that he would 
return any official comment directly to poloff.
