Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  Post received diplomatic note number 2155 dated June 29, 
2006, in which the Ministry of Foreign Affairs accepts the 
USG proposal submitted on June 6, 2006, for Art. VIII, 
paragraphs 3 and 4 of the Agreement between the United States 
and Morocco on Science and Technology Cooperation.  The note 
includes formal Arabic translation and unofficial French text 
of proposed language for Art. VIII paras 3 and 4.  Informal 
Embassy translation of chapeau of note follows. 
 
2.  BEGIN TEXT:  "The Ministry of Foreign Affairs presents 
its compliments to the Embassy of the United States in Rabat, 
and in reference to its diplomatic note number 191 dated June 
6, 2006, has the honor to relay that the language proposed 
for paragraphs 3 and 4 of Article VIII of the Agreement on 
Science and Technology Cooperation does not raise any 
objection on the part of the Moroccan authorities."   END
