Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) Econoff delivered reftel note and talking points on 
June 15 to George Novey, Director General, Maritime Authority 
of Panama.  Novey said the GOP shared the USG concerns 
because Panamanian vessels are one of the primary users of 
the Torres Strait.  Post is following up with further 
discussions with other GOP officials and will report any 
substantive comments.
