Understanding cables
Every cable message consists of three parts:

  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (SBU) The Embassy delivered ref A points on June 3 to the
Foreign Ministry expressing the USG's serious disappointment
with the Non-Aligned Movement statement in support of Iran's
nuclear program at the Ministerial meeting in Kuala Lumpur.
P/E Chief previewed the USG position on June 1 with the
deputy head of the MFA Under Secretary's office, seeking an
explanation of Oman's position. The Omani diplomat replied
that he had received no read-out from the Under Secretary's
party (Oman's representative at the NAM Ministerial), which
does not return to Muscat until June 6.

2. (SBU) The Embassy notes the active and positive engagement
of Oman's Minister Responsible for Foreign Affairs (refs B-C)

conditional offer to join in direct talks with Iran. The
Embassy will report any further response.
