Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  (SBU) In a meeting on May 30 with Assistant Secretary of 
Foreign Affairs for African and Middle East Affairs Oscar 
Valenzuela, poloff urged the GRP to issue a statement of 
support for the new Iraqi political leadership and 
congratulate them on forming a unified government (reftel). 
 
2.  (SBU) Valenzuela noted that the GRP had made, and would 
continue to make, public statements supporting the Iraqi 
government.  He added that the GRP intended to maintain a 
diplomatic presence in Iraq, even though the current Charge 
d'Affaires was forced to reside in Amman for safety reasons. 
Valenzuela indicated that the GRP hoped him to return to 
Baghdad as soon as conditions permitted.
