University in Kuwait Dr. Shafiq Nazim Al-Ghabra editorialized in 
moderate Arabic daily Al-Rai Al-Aam under the title "The Referendum 
on the Prisoners' Document and HAMAS' Government" (6/17): "HAMAS 
government's reaction to the popular referendum proposed by the 
Palestinian president on the Prisoners' Document complicates the 
already hard situation in Palestine.  The referendum is an important 
idea because it allows the Palestinian people to vote on a political 
situation that has to do with the acceptance or refusal of the two 
state solution....  A few days ago hundreds of Israelis demonstrated 
against the Israeli bombing of Gaza, does this mean that Israel is 
on its way out of the state of unity against the Palestinians?  We 
can say that more Israelis will differ from right-wing when more 
peaceful sentiments are expressed by the Palestinian street. We can 
also say that the referendum can be the catalyst for more Israeli 
difference on the coming era."
