Understanding cables

(SBU) In the absence of Foreign Minister Hassan Wirajuda, the 
Charge conveyed reftel demarche on our concerns regarding the 
Human Rights Council to Department of Foreign Affairs 
Secretary General Imron Cotan.  He requested that Cotan pass

our concerns to Foreign Minister Wirajuda, who is attending 
the OIC Ministerial in Baku.  Since Minister Wirajuda is 
traveling directly from Baku to Geneva after the OIC 
Ministerial, we do not expect to receive a substantive reply 
here in Jakarta.
