Understanding cables
Every cable message consists of three parts:

(U) In response to our diplomatic note delivered on May 30 as 
instructed reftel, in a diplomatic note dated June 1, the 
Turkish MFA stated that Turkey will give "due consideration" 
to the candidature of Prof. Ruth Wedgewood for election to 
the United Nations Human Rights Committee (UNHCR).
