Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

SUBJ: DUTCH CONTRIBUTIONS TO SUDAN TOP 400 MILLION USD 
 
 
1. The GONL provided over 196 million Euros of assistance in 
Sudan in 2005 and has pledged over 121 million for 2006. 
The total, at current exchange rates, is U.S. Dollars 
401,453,000.  Funds cover a wide range of peacekeeping, 
development, disaster relief and political activities.  The 
sum includes Euro 58 million for a drinking water project 
for Khartoum. 
 
2.  Below is a breakdown, provided by the Dutch MFA's Sudan 
Task Force. 
 
Outline of Dutch Contributions to Sudan, 2005 and 2006 
 
I. Dutch Contributions to Sudan 2005 
 
MDTF (reconstruction): The Netherlands has pledged Euro 150 
million through 2007.  The 2005 contribution is Euro 38 
million. 
 
Quick Impact: 
- UNDP, Partnership program between UK, NL and UNDP 
(construction of local administration and constitutional 
state).  The 2005 contribution is Euro 12 million. 
- UNICEF Program (assistance to returning refugees and IDPs 
in South Sudan).  The 2005 contribution is Euro 5.2 million. 
 
Humanitarian Assistance: 
- UN and IOM.  The 2005 contribution is Euro 43 million. 
- Contributions to NGOs.  The 2005 contribution is Euro 6.5 
million. 
 
Military Expenses (AMIS support):  The 2005 contribution is 
Euro 18.3 million. 
 
Peace Monitoring, De-mining, Peace Dialogue:  The 2005 
contribution is Euro 9.5 million. 
 
ORET/MOL Funding: Bi-water Project (drinking-water project 
Khartoum): The 2005 contribution is Euro 58 million. 
 
Consolidated, Prioritised Needs: The 2005 contribution is 
Euro 10 million. 
 
Reconstruction Funds (Dutch Embassy in Khartoum): The 2005 
contribution is Euro 7.8 million. 
 
Human Rights Activities: The 2005 contribution is Euro 1.1 
million. 
 
Total for 2005: Euro 196.514 million. 
II. Dutch Contributions to Sudan 2006 
 
MDTF (reconstruction): The 2006 contribution is Euro 57 
million.

- Continuing Obligations.  The 2006 contribution is Euro 3.5

- Prolongation of the 7th Round of Abuja Peace Negotiations 
2006.  The 2006 contribution is Euro 500,000. 
 
Military Expenses (AMIS support): 
- Continuing Obligations.  The 2006 contribution is Euro 1.6 
million. 
- New pledge.  The 2006 contribution is Euro 15 million. 
 
TMO: IOM Proposal Qualified Nationals.  The 2006 
contribution is Euro 160,000.
