Understanding cables

(SBU) Poloff delivered reftel demarche to MFA Human Rights 
Divsion officer Eric Litver May 15.  Litver stressed that The 
Netherlands is a leader within the EU on human rights, 
including with respect to Syria.  Dutch Foreign Minister Bot 
presented the Geuzen Penning award to Syrian human rights 
activist Haitham al-Maleh in March 2006.  At the ceremony, in 
a speech covered by Dutch press, Bot called for greater 
Syrian respect for human rights.
