Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Thank you for your letter informing me about Spain's 
initiatives to promote security and development in Africa. 
 
 
 
The continent faces some great challenges, and your 
leadership and involvement in addressing those challenges 
is extremely important. 
 
I am impressed that you have already discussed  these 
matters with the Chairperson of the African Union. The 
African Union and AU Commission Chairperson Alpha Omar 
Konare are valued partners in our work toward a freer, 
safer, and more prosperous Africa. We are currently 
working with Congress to designate a U.S. Ambassador to 
the African Union, and we expect the African Union will 
open a representative office in Washington, D.C. this 
summer. 
 
 
I would like to collaborate further wiyh you on these 
matters of mutual interest, and I will have my Assistant 
Secretary of State for African Affairs Dr. Jendayi Frazer
