Understanding cables

On May 26 Emboff delivered reftel talking points to Faizal 
Cassam, Deputy Director, Directorate for Africa and the 
Middle East, Ministry of Foreign Affairs.  Cassam provided no 
substantive response.  Comment: The GRM has never directly 
stated to Post that it does or does not support Iran's 
nuclear program.  However, it has expressed on prior 
occasions its serious concern about Iran's human rights 
record, and by extension, its pursuit of nuclear weapons 
capability.
