1. This is an action request.  See paragraph 3. 
 
2. On May 1, Embassy received via diplomatic note dated April 
27, the following request to support the re-election of 
Justice Lloyd Ellis to the Board of Governors of the Justice 
Studies Center of the America's (JSCA).  Text of note and 
accompanying C.V. for Ellis faxed to WHA/CAR (Ref).

The Ministry of Foreign Affairs and Foreign Trade presents 
its compliments to the Embassy of the United States of 
America, and has the honour to inform that the Government of 
Jamaica has presented the candidature of Justice (retired) 
Lloyd B. Ellis for re-election to the Board of Governors of 
the Justice Studies Center of the America's (JSCA), at 
elections to be held during the 36th Regular Session of the 
General Assembly of the Organization of American States, 
4th-7th June 2006 in the Dominican Republic. 
 
Justice Ellis has had a distinguished career in the fields of 
law and legal education and served for many years as Puisne 
(High Court) Judge and Senior Puisne Judge in the Supreme 
Court of Jamaica.  Justice Ellis is currently the head of the 
Police Public Complaints Authority and Associate Tutor at the 
Norman Manley Law School.  A copy of his Curriculum Vitae is 
attached. 
 
Justice Ellis has served on the Board of Governors of the 
JSCA since 2003 and the Government of Jamaica is confident 
that he will continue to give valuable service to the Board. 
 
The Government of Jamaica is requests (sic) the support of 
the Government of the United States for the candidature of 
Justice Ellis, which has been endorsed by the Caribbean 
Community. 
 
The Ministry of Foreign Affairs and Foreign Trade avails 
itself of the opportunity to renew to the Embassy of the 
United States, the assurances of its highest consideration.
