1.  This is an action request - see para 4. 
 
2.  On May 2, Embassy Khartoum received a diplomatic note 
pertaining to reftel, wherein post served a demarche on 
the Ministry of Foreign Affairs in support of the U.S. 
candidacy for an International Telecommunications Union 
(ITU) Council seat.  The Sudanese Government proposes 
reciprocal support, as it also seeks an ITU Council seat. 
 
3.  The diplomatic note text is as follows:

The Ministry of Foreign Affairs of the Republic of the 
Sudan present their compliments to the Embassy of the 
United States of America, and with reference to the 
latter's note No. 0186 dated 27 March 2006, regarding the 
decision of the United States of America to present its 
candidacy for election to the International 
Telecommunication Union(ITU) Council, have the honour to 
propose a reciprocal support between the two countries as 
the Government of the Republic of the Sudan is also a 
candidate to the same council. 
 
The Ministry of Foreign Affairs of the Republic of the 
Sudan would highly appreciate any positive response on 
this proposal. 
 
The Ministry of Foreign Affairs of the Republic of the 
Sudan avail themselves of this opportunity to renew to 
the Embassy of the United States of America the 
assurances of their highest consideration.

4.  Action requested:  Department is requested to advise 
Embassy Khartoum regarding the above proposal of the 
Sudanese Government regarding reciprocal support for ITU 
Council seats.
