Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (U) Embassy Kabul welcomes Governor Mitt Romney, 
Massachusets; Governor Matt Blunt, Missouri; Lieutenant 
General H. Steven Blum, US Army; Governor Brian Schweitzer, 
Montana; Anthony Welcher, Director of Intergovernmental 
Affairs, DOS; Dan Wilmot, Director of Intergovernmental 
Affairs, DOD; LTC Kurt Vogel, US Air Force; Captain Ernest 
Barringer, US Air Force; Mr. Eddie Johnson; Ms. Barbara 
Davis; and Major Matt Green, US Marine Corps, and grants 
country clearance for their visit to Afghanistan on May 
25-26, 2006, to visit troops from their home states.  Control

appropriate for meetings with high level GOA officials.  As 
Afghanistan is a very socially conservative country, female 
travelers are recommended to dress modestly.
