Poloff delivered reftel diplomatic note to Ambassador 
Liberata Mulamula, Director of the Ministry of Foreign 
Affairs (MFA) Multilateral Division, on May 25.  Mulamula 
said the MFA would prepare a reply and confirmed that an 
exchange of notes was sufficient for the end-use / retransfer 
/ security assurances agreement.  Mulamula agreed to deliver 
a copy of the diplomatic note to Minister of Defense, Jama 
Kapuya, and to coordinate with his Ministry on this matter.
